Stupid or crooked

Yet another member of the Congressman-for-Life club, a/k/a the Congressional Black Caucus, is in, if not hot water, at least tepid. And tepid is what her excuses are. From the Dallas Morning News:

Johnson, a Democrat, denied any favoritism when asked about the scholarships last week. Two days later, she acknowledged in a statement released by her office that she had violated the rules but said she had done so “unknowingly” and would work with the foundation to “rectify the financial situation.”

[Johnson] said she wasn’t fully aware of the program rules and emphasized that she didn’t “personally benefit.”

Johnson awarded nine to 11 scholarships a year from 2005 to 2008, the most recent years for which information was available. Each of those years, three or four winners were related to her or her district director, Rod Givens.

Heck, it’s only three or four winners a year. But she did not “personally benefit,” and only us stone-Klan-cracker racists are counting, anyhow.

So Johnson joins Maxine Waters, Charlie Rangel, and William “Freezer Burn” Jefferson. That’s a pretty high percentage of a caucus, folks. Are these people stupid, or just crooked?

Excluding Jolly Cholly Rangel, I vote for a combination of the two. Rangel? He’s much too slick, and too lovable a scoundrel, to be counted as stupid. Johnson? I vote for both.
